I suggest instead of increasing parking rates and other measures that would hurt businesses, to implement, or increase fines for things such as littering, destroying public property, and other "elective" harmful acts that cost the city money to clean up/fix. It is a double benefit - cleaner city + extra revenue. Might even be worth considering fines for property owners who let their own property sit buried in garbage ruining the look of their neighborhoods.
