I suggest Seattle starts handing out tickets to bicycle violators (such as for running red lights, cutting in front of vehicles, using crosswalks in full speed, cutting lanes, kicking cars on purpose). Biking may be a great and environmentally friendly way to go around, but some of the most dangerous situations on the road are created by those bicyclists who do not follow the rules. And because there is no enforcement against their violations, that happens all the time. Giving them hefty tickets when they do not obey the law, just like they do to drivers, will bring extra revenue and also encourage them to ride safely for their own sake and the sake of the drivers, like many bikers already do.
