End restictions on City of Seattle internships.

In a down economy or a tough job market, an internship can provide valuable experience to someone looking to launch or jumpstart their career. Seattleites are generally well-educated, community-focused and willing to help out. Where labor is an issue, working students could alleviate some of the pressure for budget cuts and lay-offs. There are plenty of Seattle students that do not attend a Washington State school. This restriction limits a pool of inexpensive talent. I believe well-advertised and non-restrictive internship positions could result in a win-win situation, for both intern and employer.
