Bike riders are not licensed yet operate on a road in a manner which requires knowledge of traffic laws. It is reasonable to assume that some bikers have never taken a driving test and have no drivers license. How can we expect them to obey rules they may or may not even know? A minimum of valid drivers license should be required to ride anything on a road, bicycles included. Which of course would require identifying riders via some sort of license plate. The tab fees may be minimal ( $5-10 a year) but will also bring revenue.
