Optionally Increased Dog License Fee

Create a new category of dog license that would permit owners of dogs under demonstrated voice control to pay for a more expensive annual license in exchange for the right to have the non-pitbull breeds of dog off leash in large grassy areas of public parks for the sole purpose of fetching/retrieving a ball or toy so long as no children are present/visible.

 

This is similar to what New York does, and it would double revenue on a certain percentage of licenses.
