stop having programs. programs are extremely costly for many reasons, but one of the reasons is because every time someone new comes into the scene, a new director, a new mayor, etc., then everything grinds to a halt to appease this new person with data. same with funders: many city workers spend half their time trying to (again) explain why their program is beneficial. time after time. if we, as seattle, believe that ...more »

August 25, 2010 the City Council of Bainbridge Island approved buy outs to employees as method of relieving the city's budget troubles, The program offers lump-sum payments of up to $30k (based on seniority) who agree to quit their jobs. I suggest you set market-rate parking rates for parking on public land. This includes parking meters, city parking lots, and street parking. Parking would remain free or very low cost in less dense neighborhoods where the market rate is close to $0. It would be higher in dense areas like downtown, Capitol Hill, and Belltown.
