Consolidate overlapping city department functions

Combine management, billing and accounting fuctions at City Light and SPU. Why does City Light, SPU and Office of Housing all run their own utility rebate and energy efficiency programs? Why does the city need an Office of Housing department when there is already the public Seattle Housing Authority with much the same mission?

City vehicle fleet purchases on lowest lifetime cost, not "statement" value

Why does the City of Seattle continue to purchase expensive new hybrid vehicles? Please consider cost/benefit analysis of purchases in the vehicle fleet. It is GOOD to move towards more efficent vehicles, but a $14k Toyota Yaris at 35 MPG is a more sensible pruchase than a $24k Toyota Prius at 50 MPG. Effective Government is Accountable Government

I suggest you...help employees become more accountable for their jobs. Are they interested in doing their jobs? Do they have good supervision and direction. Are they producing outcomes that benefit people's lives, offer a service, generate revenue? How can government be more accountable so that as citizens we see the employees as partners in the quality of life of our City?

Benefit Savings - Family Medical Leave Administration

I suggest you examine the way the City has implemented some of its leave programs. I learned at an FMLA training a couple of month ago that unlike anywhere in the country, the City's Family & Medical Leave benefit does not run concurrently with sick leave, but sequentially. I suggest you examine the benefits provided to policemen. As a small business owner, I believe it is outrageous for the City in these difficult economic times to be making contributions to the City's Deferred Compensation program at a rate of 3% of the top step of a policeman's base salary for every policeman who matches that contribution! Start with Over-Paid employees first

Please consider cutting the pay or laying off higher level employees who make $100,000+ a year, and are not essential to running the City. I suggest by doing so you could save many employees jobs who actually offer "direct services" to the public. Start a program across all city offices to focus on efficiency. Ask all city staff to submit their ideas for making their world work more efficiently. Implement the best ideas. Employees whose ideas are implemented could be eligible for fun prizes, to encourage participation.

Hold contractors accountable for both time and cost on every project. Make it a firm part of the bidding process for any project. Projects in this city take twice as long as other munis and likely cost more. How many times do you see workers at a road project standing around!?
