Seattle should build transitional housing for the homeless During the 2010 Unsheltered Homeless Count, almost 3,000 people were sleeping outside. Permanent "Dignity Village"

Allow a permanent "Dignity Village" tent city where the Viaduct sits now. The city costs are almost zero and it will alleviate the backlog for more expensive housing. Follow the Portland model:
